REPowerEU: Doubling solar capacity by 2025

The REPowerEU plan, presented by the European Commission in response to the current energy crisis, aims to accelerate Europe’s energy transition.

The REPowerEU plan‘s key measures include the ambition to double Solar photovoltaic capacity by 2025 and install 600 GW of production capacity by 2030. To achieve these ambitious targets, a number of initiatives will be put in place:

  • A specific European Union (EU) solar energy strategy: This strategy will define the actions needed to accelerate the development of solar photovoltaic energy, notably by simplifying administrative procedures and encouraging innovation.
  • A solar rooftop initiative: This initiative aims to make it compulsory to install solar panels on new public and commercial buildings from 2026, and for residential buildings from 2029.
  • Double the rate of deployment of heat pumps: Heat pumps are an efficient alternative to traditional fossil fuel-based heating systems.
  • The creation of “renewable energy deployment zones”: These zones will benefit from shortened and simplified permitting procedures.
  • A target of 10 million tonnes of domestic renewable hydrogen production by 2030: Renewable hydrogen can play an important role in the carbon reduction trajectory of hard-to-decarbonize industries and the transport sector.
  • An action plan for biomethane: Biomethane is a renewable gas produced from biomass. It can replace fossil natural gas in many applications.

Install an average of 45 GW of solar capacity per year

To meet the target of doubling solar photovoltaic capacity by 2025, the EU will need to install an average of 45 GW of solar capacity per year. This represents a major challenge, but it should be achievable thanks to the measures set out in the REPowerEU plan.
