REPowerEU: Doubling solar capacity by 2025

The REPowerEU plan, presented by the European Commission in response to the current energy crisis, aims to accelerate the energy transition in Europe.

Among the REPowerEU plan's key measures is the ambition to double solar photovoltaic capacity by 2025 and install 600 GW of production capacity by 2030. To achieve these ambitious goals, several initiatives will be put in place:

  • A specific European Union (EU) add site strategy for solar energy: This strategy will define the actions needed to accelerate the development of photovoltaic solar energy, notably by simplifying administrative procedures and encouraging innovation.
  • A solar roofing initiative: This initiative aims to make it compulsory to install solar panels on new public and commercial buildings from 2026, and on residential buildings from 2029.
  • Double the rate of deployment of heat pumps: Heat pumps are an efficient alternative to traditional heating systems based on fossil fuels.
  • The creation of "zones conducive to the deployment of renewable energies" : these zones will benefit from shortened and simplified permitting procedures.
  • A target of 10 million tonnes of domestic renewable hydrogen production by 2030: Renewable hydrogen can play an important role in the carbon reduction trajectory of hard-to-decarbonize industries and the transport sector.
  • An action plan for biomethane: Biomethane is a renewable gas produced from biomass. It can replace fossil natural gas in many applications.

Install an average of 45 GW of solar capacity per year

To achieve the goal of doubling photovoltaic solar capacity by 2025, the EU will need to install an average of 45 GW of solar capacity per year. This represents a major challenge, but it should be achievable thanks to the measures set out in the REPowerEU plan.

Why encourage the use of photovoltaic solar energy?

Solar photovoltaics offer many advantages in terms of decarbonization. These include

  • A renewable, sustainable source of energy: By harnessing the sun's luminosity, photovoltaic solar power is an abundant source of energy.
  • A decentralized energy source Photovoltaic solar power lends itself very well to areas that have already been artificially developed, such as roofs, parking lots, etc. What's more, this type of installation enables electricity to be produced as close as possible to the consumer.
  • An economical source of energy: The cost of photovoltaic solar energy has fallen considerably in recent years.
